So when the state budget passed this summer with the largest law enforcement pay increases in recent memory, we started getting questions. Good ones. Mostly some version of: does this actually change what I can buy?
The honest answer is that it depends entirely on which agency signs your paycheck, and most of the coverage has not made that clear. Here is the straight version.
Governor Josh Stein signed North Carolina's budget in July 2026, and it carried the largest pay raises to law enforcement in recent state history. According to the Office of the Governor, the increases break down like this:
The budget also set aside nearly $40 million for a one-time $1,750 bonus for sworn local law enforcement officers. That piece is genuinely new. The state does not normally fund pay for city and county employees.
This is the distinction that matters, and it is the one most headlines skipped.
If you are a trooper, an SBI agent, an ALE officer, or a correctional officer, your base salary went up permanently. The increase was retroactive to July 1 and landed in August paychecks.
If you are a deputy with the Harnett County Sheriff's Office, an officer at Lillington PD, or sworn at any other municipal or county agency in North Carolina, you did not get a state raise. You are getting the one-time $1,750 bonus, and it is taxable income that does not count toward state retirement.
Neither of those is a bad outcome. They are just different tools, and they do different things when you sit down with a lender.
A permanent salary increase is the single most useful thing that can happen to you before a mortgage application. Lenders qualify you on stable, ongoing income, so a 15% raise raises the ceiling on what you can borrow.
Run the rough math on a trooper earning $60,000. A 15% increase is roughly $9,000 more per year, or $750 more per month in gross income. One caveat worth knowing before you call a lender. Some underwriters want to see a raise reflected in pay stubs, and a formal letter from your agency documenting the new salary usually resolves it quickly. Ask about it up front rather than discovering it mid-application.
If you are a local officer, do not let anyone tell you a one-time bonus increases your buying power. It does not, and any lender will tell you the same thing in your first conversation. Qualifying income has to be ongoing.
What $1,750 does do is show up as cash exactly when buying a home demands cash. On a new home purchase it can cover your inspection, your appraisal, your earnest money, or a share of closing costs. It is not a down payment on its own, and we are not going to pretend otherwise. But if you are using a VA loan, where no down payment is required, closing costs are the real hurdle, and this is money aimed straight at that hurdle.
A large share of North Carolina officers are also veterans, and that combination opens more doors than most buyers realize.
The NC Housing Finance Agency offers the NC Home Advantage Mortgage, which pairs a fixed-rate loan with down payment assistance of up to 3% of the loan amount. Eligibility currently runs to a household income limit of $152,000 and a credit score of 640 or higher, which covers the large majority of law enforcement households.
Then there is the piece worth reading twice. The NC 1st Home Advantage Down Payment provides $15,000 in down payment assistance as a 0% deferred second mortgage, forgiven 20% per year across years 11 through 15 and fully forgiven at year 15. It is built for first-time buyers, but military veterans qualify even if they have owned a home before.
If you served and you are buying again, read that sentence one more time. A veteran officer can potentially combine VA loan eligibility, which requires no down payment, with state down payment assistance, and use the $1,750 bonus for closing costs on top. Why Officers Are Looking at Harnett County
Let's be direct about price, because you can look it up in thirty seconds anyway. Milton is not the cheapest thing in Lillington. Starting at $379,700, it sits above the town's overall median sale price, and there are older homes nearby that cost less.
What you are paying for is the difference between a house and a neighborhood. A pool and clubhouse you do not have to drive to. Sidewalks. Fiber already in the wall. A brand-new home with a warranty instead of somebody else's twenty-year-old roof. And a walk into downtown, which almost nothing else in new construction offers at any price.
The location math is the other reason. Harnett County sits between two job centers, with Raleigh and Fuquay-Varina to the north and Fayetteville and Fort Bragg to the south. For law enforcement households where two people work in different directions, or where a transfer is a real possibility, that middle position has practical value. And the trade, stated plainly. Lillington to downtown Raleigh runs roughly 45 to 55 minutes depending on the hour. If you are assigned to Raleigh PD and you hate driving, this is not your answer. If you are working Harnett, Fayetteville, or Fort Bragg, you are close to the job.
